Well, here is a good image editing program. Gimp stands for GNU Image Manipulation Program. I find it very good especially since it is freely distributed
. You can grab it here:

Make sure you get the GTK Runtime environment because it is needed.
Here is a dds plugin:

Please note that the plugin only supports read functions and not write functions so that you will still need a program like DXTBMP(
http://www.mnwright.btinternet.co.uk/do ... xtbmpx.EXE)to convert back to DDS.

I like it. It is better than any other free image editing program I've seen. Certainly better than MS paint

Thats like... the oldest thing ever. I've known about that forever, never heard of it for mods though. Its like a free version of photoshop.

no i made a program with java that only hade one tool paints is alot better

Well you can get Photoshop for 30 days for free, its a trial, which is better than M$ paint. but you do what you want.
