I don't think making these are too hard. I don't think they would make nearly as much money if they put up a new song pack on the market place, rather than just making a new game. I never buy DLC for band games...

I agree with JK, I've lost interest with buying new band games. But I still play some Rock Band with friends and family every now and then.
