That's not true. Even if you ignore the fact that "box art" is the wrong term, you're still not correct. Furthermore, who is "they"? Bungie never used Halo 2 art to represent Halo 3. They never showed anything relating to Halo 3 until the Announce Trailer, and from there on out they exclusively used renders from that scene until they revealed more. So no, nobody would have used Halo 2 images for Halo 3 box art, unless "they" refers to the types of idiots who make fake box art and post it online, in which case that doesn't have anything to do with what he said, really.
