He didn't steal some top secret data. He didn't really do a whole lot. He banned the staff and deleted some threads using a stolen password. It's minor damage in the end and was fixed quite quickly. He didn't "hack Microsoft" in the sense that most people would think of hacking. The best they'd be able to bring against him would be something like a moderate fine.

Well, now that I think about it, it would really come down to how he got in. If he actually forced his way in, he could face computer fraud charges, but if he just tricked a staff member or something, it can't be as severe.

Answer: A federal law, the Computer Abuse and Fraud Act (47 USC 1030), provides that the maximum penalty for one instance of hacking is five-years and a fine.
For the first time offender, a minimum of six-months in prison; for repeat offenders it's 10-years and a fine. Fines can range from up to $250,000.

It does seem he could face charges under the CFaAA. He seems to have broken that law, but I'm in no way sure of the specifics of the law outside of what that article says.
