getting a website up and running

ok, so this isn't as technical as it is capitalistic (i guess :P)

so anyways, i've been wanting to set up a website of my own for a long time, i even found the perfect domain name, the only problem is, someone already owns it.

they don't have any files on the site at all, only an empty tmp folder, and it's been that way for the longest time i can remember. i did some WHOIS lookups, and the person has owned the domain name since 1997, and it expires in 2009. i want this domain rather badly, and was wondering what you guys would recommend me doing.

should i contact the person right now and ask them for it? should i wait until just before their time runs out and contact them? should i bet that they'll just let it go up for grabs once it expires and not even ocntact them at all?

oh, and to answer money questions up front, i don't have a job (hope to get one soon) and only have $60 cash.

It can't hurt to contact the owner and ask if they have any plans for it.

Yeah, your best bet is just trying to talk with the owner.

Just curious, what would this domain name happen to be?

i don't want to give out the domain name because i want to be the only one looking for it.

i guess i'll email the guy and ask him about his plans, buts if he wants money for it, i have no idea how i'm going to do that, because i don't have a credit card or a paypal, and if i send cash through the mail, only bad things can happen:

1) the cash gets lost
2) he says he didn't get the money, making me think it was lost in the mail and fooling me into sending more cash
3) uncle sam sees me sending cash to this guy in the mail, and puts me on their watch list (probably won't happen, but his name's middle-eastern, and cash in the mail would be a good way to send funds without drawing attention)

You said you only have $60... I really doubt Uncle Sam would care about $60. If you only have cash, how are you planning on paying for hosting?

I do crap like this just to get on their watch lists. I think I've gotten books about Islam and the Qur'an about 10 times already from the library. :)
And yeah...you're going to need to get at least PayPal to be able to get hosting services.

it's not like hosting is really expensive...

1and1 has a starter package thing (basically a nub kit) where it's like $2 a month for 1 domain... 5 gigs space and like 25 gigs bandwith or somethin like that....

(atleast thats what it was around Janruary...)

I have a plan with them where we pay $5 a month and get 250 GB space and 2 TB bandwith (50% off for the first 6 months... then we have to pay the full $10 a month after that....)

:D
