Puzzle. First two easy, third, not so much.

Ok so I come home and my dad gave me a piece of paper with three riddles/questions:
1. THAT WHICH IS IS THAT WHICH IS NOT IS NOT IS IT IT IS
Punctuate the above.
2. THAT WHICH IS IS THAT WHICH IS NOT IS NOT THAT WHICH IS IS NOT THAT WHICH IS NOT THAT WHICH IS NOT IS NOT THAT WHICH IS
Punctuate the above
3. Construct the longest grammatically correct single sentence you can which consists solely of the repeated word "BUFFALO".
Explain what it means.
Example:
Length 1: BUFFALO.
Length 2: BUFFALO BUFFALO.
Length 3: BUFFALO BUFFALO BUFFALO.
etc.
That is how it is read.

Punctuation. It isn't your normal run-of-the-mill riddle. Grammar > Meaning.

THEN MAKE IT FIT INTO THE FOLLOWING SENTENCE:
