The HES

the HES (halo editing system) is a program that i think would be very usefull for modding it would be a combanation of HMT and HHT you will be able to do all that you can do in HMT but you will also be able to edit the tags as well so here is what i need

I'm pretty certain that this will never kick off. No offense to you or anything, but by now pc modding has sort of died down, and the only people that really do it are the great ones and I'm almost positive they've already settled in with their tools. This would just be a lot of unnecessary time spent on nothing. Prom will probably be released sometime before this would ever get done(if done professionally and correctly).
PS. Umm why do you need skinners?

ok ok i guess thats true and idd want skinners for the layout skin
