I am leaving for a few months and like to share the idea of a mod i will soon be working on. I am going to make a modification that allows you to talk to other players In Halo PC. I need alot of help.

is team speak free? if so where do i get it??

You need to get your own server. Buy a server and allow team speak.
As you look in the halo pc lobby. You will see many servers, but those are just user created. The servers you buy are up all the time.
