Well, I have the rain in my map and everything is fine, but I was wondering if you can make the rain heavier. I see it has Spread U/D and Spread L/R and Speed. If I lower the spread, and increase the speed would it make the rain appear heavier?

I think so. Get the updated weather plugin and play around with some of the values.
