light rendering in splitscreen

why is that lights dont render when you are playing with more than one person on the same xbox? is it to preserve resources or something? is there a way to render them when playing with more than one person?

What do you mean by "lights"? Regular light effects and spotlights always render in splitscreen for me.
The model and texture LOD seems to be much lower when playing in splitscreen though, and tampering with the LOD settings in the map doesn't help either. No idea how to fix this.

I think he is referring to the [ligh] tag -- things like the orange light on a frag grenade. I don't see anything in the [ligh] tag that looks incriminating, like render bounding radius or something. I suspect it's in the xbe, although I'm no expert.
In short, there's probably nothing you can do about it, except maybe try to find a [ligh] that is always rendered, and then swap and manipulate it. For example, the assault bomb 3p light seems to be rendered all the time. Try that one.
