You can get the plugins here:
http://forums.halomods.com/viewtopic.php?t=69317
With a little explanation about how thos plugins work together, then just play around with meta to understand, i can't explain that with a tutorial.

The halo 2 logo bitmap is on:
[wgit] ui\screens\game_shell\start_screen\start_screen
and
[wgit] ui\screens\game_shell\main_menu_screen\main_menu
Look in the meta editor on "UI Bitmaps" reflexive, Bitmap placement cpprds X and Y
And for the text just try changing the coords, good luck that's no easy and i don't have an explanation about coords, just test, it's wreid.

There's one color setting on the wigl meta, under "blur color opacity"
for the other filter color it was some color values on the shader tag "effects\screen_effects\desaturate"
