there is no "bone changing tool" if you want to move bones get entity and a plugin... http://plugins.pheonic.co.uk

how do you open them in entity i copy and pasted the bloc plugin and opened up my map and went to bloc and i didn't understand anything

blocs are destructable scenery man. In order copy the hlmt and jmad plugins over your old ones.

Are all the plugins on this site *.ent plugins? and do I just open the old and new as text docs/notpad and copy over new over old?
