Entity's meta editor displays simlarily to H.E.K. But the overall layout of the rest of the program is much different

There's plenty of HEK-like programs that exist, but are they available to the public? No. Will they ever be? Not likely. Your best bet is to use entity, or make your own tools (which is what bungie did, they just made the tools to get the job done, they weren't meant for us 
)
