um im pretty sure you choose the checkbox for the driver seat that says fires weapon

To answer your question, you can't make the driver fire the weapon by editing the warthog, because the turret is a piece of the warthog. You have to do something in the turret, I think. I don't have all my stuff now, but I will later tonight.

The turret is actually a whole different vehicle. It is just spawned/attached to the turret marker which has been placed on the warthog mode. Turk already told how to do this in the other thread Shadow, so no need to answer to the 3rd thread hemade on this...
