Master Chief Speed Issue

Alright, to change the speed of one Master Chief, youre supposed to use the matg tag right? Ok, so I go into this and I go under the values and it has all the speeds, except for the multiplayer options. Why is this? I tried Ch2r, and it's the same with Insolence, where all the single player speeds are available to be changed but not the multiplayer. Is there a special plugin somewhere that I need? Please help this noob out..
