vb hex names help

hey im new to vb but i want to make an app that hexes things like names and things like that i can make an app load a halo2 map but i dont know how to make an app like hex edit things. dose any one know a good tut on how to do this i dont want an app that does this i want to learn how to make an app that does this thanx
