I don't know if there are any other working bitm plugins out there, I haven't seen any so here is mine.

Features:
change a texture to whatever format you want. This allows for easy bumpmap injection because you can simply change the P8 bumpmap to DXT1 format and then inject a new tangent space normal map.
Change the size of the texture ie 256*256,128*512
Change the raw data offsets for each of the three lods of the texture. This allows you to fix black textures without using the machinima tool, and you can also take the space from the three lods, put them together and make one larger texture with only one lod.
There are some limits, like you can't change a dxt1 to dxt5 because there isn't enough room in the raw data to add an alpha channel, and sometimes changing the size and offsets when you don't know what you are doing will wreck it so you can't edit it again, so make a backup.
