Make certain teams, Spawn with certain weapons...

I need help with this. Me and my friends, play on XBC, and its always hard to get the game we like to play without cheating. Here is what I want to do.

Rules:

"We like to play a game I call Dodge on coagulation, where there are 2 Blue guys, and everyone else is red. The red guys get in the Warthogs, and drive around coagulation, they can not kill the blue guys, and they can not hide or camp, where wraiths cant get them.

The blue team, which is Wraiths, get into the wraiths, and try to splatter the warthogs. There is a 5 minute timer, and after 1 minute has passed, they can start boosting. When the guy says 1 minute remaining they can start shooting. You only have 1 life, so when you get splattered, you are out.

Blue team wins by killing everyone, Red team wins by at least one person surviving."

This is what I want to do. Everytime I start, someone always plays unfair, and it usually takes about 20 minutes to get a game going that is fair (like someone kills). I have made it to where all the turrets, and plasma pistol (which is starting weapon) does no damage. (no weapons on map).

I then made it to where the plasma pistol charged, spawns a wraith, and the rocket launcher spawns a warthog. This way 16 people can play (instead of 6 [ 4 warthogs, and 2 wraiths] ). The only problem is I want to give Blue team the plasma pistol, and red team the Rocket launcher. What can I do to fix this?

Other things that would make a perfect dodge game:
1. Melee attacks do nothing.
2. A blue person can only spawn so many wraiths, and a red person can only spawn so many warthogs.

I dont think its possible. Even bungie mentioned something about that in a whats update about a month or so after halo 2 came out when Zombies was a huge thing.

ya its not possible they would have to write hole new code for that
