Make everyone in the game fly, not just modder

People say that this is possible but i dont see any threads after searching for about 10 minutes. Could someone give me a tut on how to make everyone fly? thanks

Modding on live mb?
If you are modding on XBC/Kai tell them to get the mod. These days it costs $30 or less to mod an xbox.

um, well i was told that you can make everyone fly with 1 mod. Is this not possible? Like all crouching elites can fly or somin like dat. And im doing it on XBL
