question about adding items to a sky!!

this is probably a stupid question, but i was wondering how do you add stuff to the sky, like the invasion mod for coagulation has ships flying throughout the sky? do u have to take a sky from single player that has that?, or can u add stuff like that to any sky? im trying to get somthing like that for lockout.

I think that would be active scenery, its not part of the sky heres a tut on active scenery, I haven't used it though http://files.halomods.com/viewtopic.php?t=42434
