1.) First to Mod you have to have a Modded Xbox. To learn how to do that go to www.xbox-scene.com

2.) If you want a Mod they come in a type of patch. You can get those from www.files.halomods.com

3.) And, Yes you can mod for free.

Just so you know modding is totally free dont think you have to buy a modchip i like to warn everyone about that cuz i hate too see people waste money when they really dont need too.

i baught a chip because ive seen too many softmods fail and people end up with unusable xbox's.

chips are defanatly more reliable, but a soft mod is free, it really depends on what your personal preference is.

butt yeah, drop over to Xbox Scene and hunt around, they will point you in the correct direction.
