Do you meen ones that can transform?

It is diffinetly possible to model them but they spent millions of dollars on those.. I don't think something that expensive would be easily done in halo 2. Besides it wouldn't look right because the legs would not move. (but with massive amounts of modding knowledge you could get them to move)

I dont think they can transform back and forth but you could possibly model the MC or elite to look like one.

its possible but to get them to transform back and forth would almost mean re writing the game walking would take some good jmad animators you could still model it though
