emmm ok i might be a bit dense here but are you talking about Halo Editor Kit (HEK) and Halo Custom Edition (HCE) cos if you are then you need to realise they are 2 different things
HCE is a version of halo which you need to have to actually run maps/mods created using HEK, the editing kit

i once saw a very interesting entire thread devoted to the dicussion of that fact, newbie is a new person, but noob is an insult to someone who is acting like a dumb new person
