None of these programs are working!!! I have Windows Vista

I've downloaded several programs that I've had in the past to mod Halo and they have worked perfectly, but I got a new computer and it runs on Wndows Vista, and none of the programs will work!! They won't even open! I extract the file and the folder is empty, then when I try to run it from the .rar file, it brings up an error message. Any help would be greatly appreciated!!!!

Run everything as a administrator. Im' tired of people blaming everything on vista :/.

I'm not blaming vista for anything, I'm just wondering if there was a software pack that I needed to get, and I tried to run it as an administrator. I found a way to get HMT and HHT to work, but a lot of the stand alone programs like AllDev and such won't work
