me, never using CE before in my life, need to know this, what app in the Halo CE directory is the editor? Could I get an exact program name?

Tag editor = Guerilla
Item Placement = Sapien
Tag Compiler = Tool.exe

The extract program you seek = HEKPlus, not sure where to get it anymore though (probably somewhere around these forums :p).
As you probably guessed, it allows tag extraction.

Just extract whatever you want using that, then pretty much just edit away with HEK.
