HaloMods "Classic" Read-only Archive

The official tutorial says to use 3ds max, which costs money. What are some good free modeling programs that I can use to make maps?

I would assume any would work except for that there are references to conversion scripts and whatnot I'm positive not every program has.

Is it possible to make the map in a different, easier to use program, then import into gmax and export? I tried a few programs since I posted this and I really like wings 3d.

That's what tutorials/trial and error are for.
You can't expect to open up a program and be a master at it.
