Custom Sky?

Too keep this short, I'm looking to make my own Custom Sky
for HaloCE. I've looked far and wide all across the internet to tell me,
but I couldn't find a place.
By Custom sky, as easy as it may sound, I want a fully me-made sky,
as something like Prime C3, or the Covenant. Or Pluto. But along with
my custom sky, I would like to make it change. Like in the Covenant.
It has the Aura (Norther Lights), that will kind of change colors, as if
if swaps bitmaps constantly to make it appear as though they were real,
and they would slowly change colors.

Anyone know of any tutorials?

Annd. I couldn't find anything.
Also, I downloaded the PDF and Photoshop wouldn't read it. So, if you
ever get the chance to give me that tutorial, it would be much
appreciated. :)

Sorry, my bad. But I have searched on this, but it just tells me
Adobe Royalty or Systems. It doesn't give me a specific program.
Could you tell me the program name?
