my graphics card isn't the best, i just want to know what FPS setting will let me use all the card can without slow down.

Stay with 30 FPS. Thats pretty steady on most video cards.

what card? then we can tell u what settings, also say which settings are blank (not able to use)

what FPS setting should i have for a lower end vid card?
