3dsmax>Gmax>then other programs

Gmax i had it once cause i have 3ds max,BUt i think its the best replacement.

Paintshop pro costs like $60 and im poor, so.....

If someone made a map using MS Paint textures, and it looked good, they would be God.

no paint can't export .tf.In the Tut of THEGHOST about Turrets he uses another program similar to Paintoshop\Photoshop
