y is it doin this and what have i done wrong and how do i fix it

its just as it says. make sure your jms file is in data\levels\brantspass\models and it should work

you sure its not in levels\"test"\ brantspass\models because otherwise i have no idea what is wrong because it looks like you did everything correctly.

I had this problem, but eventually I got it working again.

The file you're trying to construct with tool might have an extension in capitals. Fix that and you can continue.
