How Would u get a custom weapon out of one ce map and into another?

That's called
Stealing. Unless the creator says so you cannot use it. Althought it is easy.

if you get permission from the maker you can take it out of the map with this
http://www.halomaps.org/index.cfm?pg=3&fid=1542 and then put it in your map with sapien

True. But, if you don't publish your mod you can do it without permision. Now all you have to do is open up hek+ and extract the whole map recrusively to your tags folder. It only takes like a minute.
