After i type in the second prompt nothing shows up.

That means what you are trying to build is in the wrong directory or isnt there at all(make sure there are .tifs, or you typed something wrong in the tool.

How do the file get in the tags folder anyway? Do they just appear because in the tuts in never says to put anything in there.

Well I said that that the files are in the wrong DATA direcotry. And tool builds the files for your question.

Sorry for the double but when exctly does tool do this because after i made the level in 3ds max there still wasn't anything in there. BTW in put the folder my level was in at data\levels not data\levels\test.
