run tool through your CMD line

You can only have scenario tags for maps YOU create. However over on the gearbox forums, someone released the Single Plyer tags.

i end up usualy making my own scenario tag
-go into guerilla, file>new: scenario
-scroll to the very bottom and in STRUCTURE BSPS press "add"
click on "..."
navigate to your level directory under tags
open your "lvl name".scenario_structure_bsp
-scroll up to the top and in SKIES press "add"
click on "..."
go under the sky directory and you probably want the sky_timberland.sky so just go under sky_timberland directory and add it.
-finally right under SKIES there is a field called type and under the list select multiplayer.
-dont forget to save it! you want to save it as your level's name, without spaces. if you want a space, you will need to use a "_" instead
that should be it! hope you have fun, also download the video tutorial, it shows you stuff that i may not have said.

ok i am making my own map and can i use the tutorial scenario_structure.bsp

no.
the BSP is the model of the map.
the scenario tells where the scenery, spawn points, teleporters, vehicles, etc are.
if youuse that BSP, your map will look like the tutorial Map.
