Vehicle Weapons and Wind

before i start, i'm not sure if this is the right section to put this... sorry if it is.
question 1...
does anybody know how to take a weapon off a vehicle and place it on a map as a standalone weapon like the cov turret via the HEK and not hex'ing (hex editing)? for example... taking the minigun off the warthog and use it as a stationary turret or taking the turret off the tank. i mentioned those examples cause they're essential for the map idea my friends and i came up with.
question 2...
for the wind element... is it set up like fog where it's a plane? i've read the tut's and they say what the material should be called and so forth but not if it's a plane element.
