Error in Tool after raising terrain around edges.

I have followed Kirk's video tutorials and have run into a problem. I export often and complie with tool.exe to catch any errors early.
When I get to the stage where I "raise" the terrain to make a few hills around the edges and then I save and export and use tool.exe, I get a message that I have "overlapping surfaces" or a "degenerate triangle."
I then import the error file so I can see what the problem is and I notice some overlapping orange triangles hovering way obove my level box ?? Not only don't I know what that means, but I have no idea how to approach correcting it, so I just go back and start over.
I have now tried unsuccessfully about 10 times to make any hills around the edges. I have successfully made hills toward the center of the level, but whenver I modify the height of ground around the edges I get those error messages in tool.exe.
