Help getting halo editing kit!!!

I recently downloaded halo editing kit i click on the link that says like hek setup or something like that and then it opens me up to a web browser, and doesn't open the program?
How will i also be able to mod halo ce, what programs do i need?? I have hmt hht and sparkedit, any help would be great!!!
