those arnt the cyborg types as in halo. cyborg in halo is a phisicaly and metaly agumenteted and is flashed cloned and trained in the arts of war just like the spartans.(from like 5000yrs ago) thats y they are called spartanII's*note iam just pointing somthing out*

a metal plate....... he means like your whole arm being 100% metal...... and you still have controll on it.
