3DS Max error

Every freaking time I open 3DS max 9, this stupid error keeps popping up! I have .net frameworks 3.5! This should not be happening!!! What is wrong?!!!

this should be in ce. also i think you're missing a file.

1.) Right after I installed this 2 weeks ago, this started. It never worked.
2.) I'm trying to make an antr for Halo PC with GBX model converter.

I had this exact same error. It means that a key in your Windows registry has been deleted. the only way to fix it is to reinstall it.
