A couple questions...

I want to mod halo on my own but when I open up a map with notepad or some hex editor all I get is a bunch of weird symbols. Are the maps encrypted? I have some very good ideas for halo mods but I haven't the slightest clue about how to accomplish them.

Also could someone explain to me what I am doing when I make a mod? For example: PMI, I understand how to do it but what exactly am I doing? Hmm, it might not be PMI I am thinking of... it might be something else.

How might I decipher the cryptology if it is encrypted? Has someone does this before? Does anyone know how to do what I wish to do?

Well if you really want to use a hexeditor, I suggest learning the mapfile format. You'll have to search for ironforges offset list. The thing is, halo mapfiles are monolithic, all of the mini-files you'd normally edit on a PC game are compiled into the single file (simpler to port from xbox to PC that way). What is easier is to use map editors like HMT and Eschaton (check the utilities section). There's a good tutorial stickied in the tutorials section that will walk you through the basics.
