google the error code and actually look up what the error is for. your frame work may be corrupt or need attention.

The next thing I was going to say was that maybe something is wrong with the frameworks. Great minds think alike

okay, i installed the latest version of .net framework (3.5) and i ran a virus scan, nothing came up on the virus scan and i still am having this problem. can someone please help me out.
Okay, now i have found the problem maybe. This is only happening to programs made in C# or VB or C++, if you get my point, Visual Studio. Now, i want to know what i can do so this will stop happening. Maybe uninstalling Visual Basic will help?

You've corrupted the Common Language Runtime i believe. The same thing happened to me when I installed DirectX once.
I would recommend un-installing everything after this began happening, then if you are still getting the error, re-install the .net framework you were using (2.0/3.5)
