What makes an outstanding mod?

What makes an outstanding mod? You decide!

With the introduction of Halo custom Edition, the HEK and, quite recently, Harbinger, PC modding is, without a doubt, not what it used to be. Apart from a select few, most mods produced are just single models, skins, or 'a bloodgulch mod'. I, personally (although I am sure there are others who will agree) think that there are not enough outstanding mods being produced nowadays.
Which is where you come in. Please post anything that you think helps to contribute to outstanding mod, and, if possible, explain why. Please don't post any ideas that have already been posted, it just creates a lot of repetition, a lot of repetition, a lot of repetition...

Please note that I am asking this for PC only, but if you think that a CE>PC conversion wins the day, post that as well.

Now get posting. :P

EDIT: Please don't post mods, links to mods, or reasons why they should be in outstanding.

I will use my best judgment to see which mod gets into Outstanding, by their hard work, originality, and fun factor.

It doesn't. Surely there must be more that three factors that contribute to a mod's outstandingness?

Philly, you may want to mention that you don't mean for people to post any which mod they make, that could prove a bit of disaster. :P But good idea anyways! We need more Outstanding!

-Decency, how good the mod look's, and play's, we can see this in Pepness, Halo Redux.

-Playability, how playable the mod is, and the fun factor it generate's.

-Time, how long the mod has taken, quick five minute flick's are ok, but most of the outstanding mod's have taken two months+.

God that sucked :P

I think this mod deserves to be in the outstanding due to the fact that

A. It's original (Kinda)
B. Every one else seems to like it
C. It has it's own wallpaper (lol)
D. It doesn't have to do with logs or snipers shooting out rockets
E. It's balenced
F. It had an out standing poll with 100 and something for yes and like 20 for no. (I know... HM isn't a democracy lol)
G. It's phun
H. It doesn't suck
I. Theres engineers lol
J. The AR is shinier

That is why this mod is outstanding.

In bold, that makes it cooler. Lol. I like cheese.

What makes a mod Outstanding?
-Originality, and that's not just "lolz chek out dis pelican in Rat Race." YEah, that's original, but really.
-Difficulty, because Outstanding can realize the effort that someone's put into the mod/skin/whatever.

Frankly, that's all I can lay down specifically. There's too many things considered when I think of things that should be Outstanding, it's not just a couple criteria. But frankly...why does it matter if people make "Bloodgulch mods?" People have been making those things since when I first joined, so it's nothing really new. It's in no way a problem if there's a lot of log mods or swap mods, because if you really think your mod is great enough, it will be popular with the people...and even if it doesn't get into Outstanding and people like it, so what? Do you need to have something in a specific, special section of HaloMods to feel proud about what you've done?

Here is what i believe. The change in the way the map looks, feels, and plays.

Look at pepsi's timberland.

The mod must be:
fun
ground breaking
Amazing
not meta swaps
something stands out
easter eggs (for some mods)
etc...

We should have a thread for like a monthly outstanding vote or something, that would be pretty cool, ya know like MOTM and SOTW but..
