What is the purpose of spark edit? To move things around? And how does some one make custom animations? Do they have to make an animation and import it into ce, then convert the map to pc?

make it in CE and convert it to PC, yes.
Sparkedit is for:::
Duplicating, adding, moving, deleting items. (except ai spawns)
