new to modding halo 1

hi, i just recently started playing halo 1 on pc. i would like to start modding it. i used to mod halo 2 and i was pretty good at it so ill learn fast. i just need a few questions answered.
1- what are the best programs to use to mod halo 1? (ill be starting off with simple stuff)
2- do i need to resign?
3- is there a tutorial list for beginners?
