What Program Should I Use To Skin The Maps And Stuff Cause Like I Wanna Make Then Look Hell Different And Stuff

Can I Use HMT And Just Mod The Bitmaps Or Do I Need Something Different.

Also When I Skin Weapons In Photoshop I Can't Inject Them Back In.
I have Got The Plugin But It Just Won't Work
