Wierd Weapon And Vehicle Skins

Hey How Do U Make Your Weapons/Vehicles Like See-Through And Have The Wierd Coloured Lines On Them.
If Anyone Can Help Me On How To Make These I Would Be Very Greatfull
Cause It A Wicked Mod.

Just a random idea but make a copy of the layer, make the copy on bottom invisible, and the top layer have the edges with a neon glow. Then make the whole bottem layer black and the top layer black except the edges. I didn't try this so don't flame me if it doens't work I made it up on the spot.
