open the map with hmt and go to [deca]. then find the decal you want.
(im guessing "effects\decals\bullet holes\flame thrower char")
then look for "lifetime" and "lifetime-to" under animation. normal value is 100. change it to something like 99999 on both lifetime and lifetime-to. save it and test it. if it doesn't work try the decay values too.

thanks ill have a go, will that make the flame appear sticking to the person.
