explenation please

so ive been moding on and off and have kinda hit a road block with my abilitys to carry out my ideas. i only have gmax for modeling and i cant find an .obj importer and exporter that works, and the only photo prog i have is mspaint. dont have much spare $ at the end of the month so i wont be geting any progs anytime soon. so here are my questions.
FIRST: could somone explain to me just what EXACTLY the dependancys and reflexives are and how they work? i know some basics but i want to know everything i can down to what each number translates or points to.
SECOND: could somone explain how exactly to edit the dependancys, reflexives, and meta sucsessfully? aside from using a program that dose it for you and the obvious "change what it ses". i know you need Word Pad to open the xml for editing, but what would you use for the meta. i have Hex Workshop, but dont know if thats the best to use.
