meta data saves

When I hit save meta (not recursively) it saves two different files. Neiter one of them with the .meta tag on the end. One's an xml document and the other was a .weap file. All I'm trying to do is swap a scenery item for a weapon item so I figured 'Save meta' on the weapon then 'Inject meta' on the scenery item. Am I going to have to rebuild the map to make this work? (that would suck)
