help with skinning

when i go to open my DDS file with Adobe Photoshop 7.0.1 i get an error saying "This application has failed to start because MSVCR71.dll was not found. Reinstalling the application may fix the problem." i followed infamouslink's tutorial on skinning here

Edit: Thanks for the help its working now(thank god) expect see some skins by me shortly(dont hope for too much though i dont know my abilities yet)
no i'm using the plugin downloaded from the infamouslink tutorial. thats exactly what i followed and i get the same message
i used one of the download links from a google search but it doesn't give clear enough directions. this is what it tells me
