HaloMods "Classic" Read-only Archive

i'm sure many have seen topics like this, but i'm getting an error message for hmt 3- 'the application failled to installize properly (0xc0000135) click on ok to terminate the application'
the readme said to get the latest .net framework, which i did, and the same error comes up.
yes i have searched, but no help.

download the newest hmt v. 3.5 and have the 1.1 framework if that doesnt work i cant help anymore but i hope i does help
